I'm not normally one to pass these things along, but here is a link to petition the government to eliminate the 25 year minimum import rule.
The petition's main purpose is to stop Homeland Security from using money to sieze cars, which is a bigger problem and in my eyes, and a gross misuse of taxpayer money.
