Well, I got a package of LEDs from my supplier, and i open them up and hook them up to start taking measurements as far as Forward Voltage, Intensity, forward current, and all that. So i set up my test station to check them out.
Package says 2.7V a piece:
I solder 5 in series and set the power supply to 12V, (12 / 5 = 2.4V) 2.4 is under 2.7 so there is no load resistor required for this test. (as long as the current is in spec)
I figure that the LED's are the ususal 20mA, so i set the current to 20mA and wow those things are bright....and then.....
and then.....
I look at the package and it says that the forward current for these LED's are 70mA!!! holy crap!!!!
I crank my supply up to 70mA and the sun came up at 10:00pm in my basement
i have to hold my hand over the light to shield the light from my eyes so i could see the power supply to shut it off.
so then i soldered a matrix of 50 of these on a single circuit board......BWAhahahahahaha
im seeing squares all over the place!
Brightest LED's so far. nice red too
Pics comin soon (hopefully i dont blow the CCD in my camera)

actually, they are...
but using Current limiting resistors we can dim them down, I installed a buncch in my car at 20mA a piece and i think that is close to where you want yours, (maybe even a bit brighter for strobes) lol
running LEDs below their rated current level increases their life span anyways
